SEIN was used by the European Commission for scenario modeling of current and future innovation policy strategies (Ahrweiler, de Jong, & Windrum, 2003).
This section discusses four recent applications of the SKIN model: (1) modeling the impact of university links for business innovation networks, (2) scenario modeling of an individual case from Ireland, demonstrating an MNC-directed innovation policy for indigenous industry networks, (3) simulating the effects of different innovation management strategies of firms in the biotechnology-based pharmaceutical industry, and (4) scenario modeling of European funding schemes based on size and geographical diversity of project teams.

Scenario modeling of the role of MNCs in host countries is highly policy-relevant; in Ireland, there has been growth in the high-technology industry sectors but this growth has only been fostered by foreign-owned MNCs.
